How come there is only 2 plans to select?

you must have a plan that's a bit more expensive than most of the other plans. You can only opt for whichever is available in your account. Not easy to downgrade plans once you have a high value plan.

for existing customers, PM will only give you some plans to change to, won't be too many. But the selection will change once in awhile. Check back weekly for latest plan offers

Ok, I know last year and year before iv always had the plan with most data, but a few times when renewing subscription I didn't have much money and got the $15 one which was just talk and text then when I got paid I went back to original one I had. Now there's just the $45 and $40 plans to choose. 😔

Yep...that's life with PM for the last coupla years. You could port out / park your number somewhere...then get a new Public Mobile account and transfer your number back...that way you'd see the very cheapest plans available. It's a hassle...but doable.
