Hi, I got a text from 5474 about a special offer from Public Mobile. Is this a legit text? Can I change the way of receiving promotional offers via email?

PM sent its own offer usually via text and you need to reply Yes to accept it

PM will sent email sometimes, but usually not the special offer provided by PM, but just offers from Koodo or Telus (trying to upsell you) or some very important announcement
