I did some search, but cannot find the answer.

So I'm wondering with the 15$/400min addon, I can use it up and buy more, than I don't have to pay it every month, right?

Also for example to call China, I need to dail +1 86 xxx

Yes, the add-on is a one time charge. It is not a recurring monthly charge.

its a add-on, you pay it one time not every month ...

to dial china you have to do + 11 86 .. .. ..

Isn't international calling start with +011 and then the country code 86? But charges aren't recurring, you pay for what you want to use. If you buy one addon, you buy one addon only and can use it until there's no more. It won't make you buy more than what you requested.

correct to go out from North america

the plus (+) mean 0

and for other country ( most) means 00

so its 011+country code (86=china)+regional phone number
