I just tried it on my Samsung S23 Plus, and I keep getting a “failed to read data” message. Call barring worked when I was with Rogers, but maybe Public blocks it on the network side. As a workaround, you could turn on Do Not Disturb and silence all calls

You can have all calls sent to voicemail box then you can review each if you wish to respond.

adding...here's some info to setup various voicemail options...

https://productioncommunity.publicmobile.ca/t5/Knowledge-Base/How-To-Use-Your-Phone-and-Plan-Features/ta-p/249348?advanced=false&collapse_discussion=true&filter=location&location=category:Public_Mobile_Community&q=How%20to%20setup%20voicemail&search_type=thread

Telus family (Telus , Koodo and Public Mobile) does not support Call barring.

They have no plan to add support to that

If you need something similar, you need to subscribe Telus and they have Call Control feature
