yes, the new $18 plan has unlimited calling with 1GB, but you have to actually change to that new $18 plan

if yours was just $15 plan and just got a $3 hike and you didn't explicitly make a plan change, then you still have the "old" $18 plan

I am currently on a monthly 18$ / month but with only 250k data, there is a new 18$ plan with 1G data at 4G, is that correct?

Next renewal and not immediately so you don’t lose $ . I made that very switch monthes ago when they took away our $15 plans
