We are going to Mexico and would like to know if we have WiFi and cell phone use there?

If you subscribe to a Public Mobile plan which includes coverage in Mexico then you’ll be able to talk, message and use data on your phone while down there

Please note that it’s difficult to downgrade to cheaper plans when you’re home again

As for WiFi, that would depend on where you are staying while in Mexico

NO WiFi calling from PM.

You have to have 3-countries plan and then your phone will work (almost) seamlessly in all 3 countries.

log in to your Public Mobile account > Manage Subscription > Change Subscription...you'll see all the plan options open to you. If you wish, you can select one of the Canada / Mexico / us plans so that you'll have unlimited Canada/Mexico/us calling while in any of those 3 countries. Make sure to enable Roaming so you can use data outside Canada. To dial most any Cdn number from Mexico, dial using this method... 001 - area code - number. You cell will connect to the better of Telcel, AT&T or Movistar. You won't get any surprise overage charges or any other charges later on.

Be aware that when you get home, it's difficult to downgrade to a much cheaper plan. The plan you currently have today won't likely be available to you once you have upgraded to one of the Canada / Mexico / us plans.
