I'd suggest using Google and asking... Can I call 1-800-###-#### from Canada. And Google will let you know if you can.

If you have a plan which includes calls to the USA then you can indeed call there without additional chatges

Toll-free numbers often have geographical restrictions and might not be available when the call originates within certain area codes, provinces or states
