No, they're not just for new customers. They are only guaranteed to be offered to new customers, but some existing customers will have some of these plans available to them. As an existing customer, I can see the exact same plans as the current $35 and $45 Black Friday plans avaialble to me. In fact, I actually have a $40 plan that is better than the $40 Black Friday plan offer.

I was thinking it wasn't that great. I have a $36 - 60GB Can-Us-Mexico plan from last summer and my husband has a $34 - 75GB Can-US-Mexico plan from I believe the last Black Frisday sale.
