Hi, I'm awaiting my new sim, and was wondering if I can activate withOUT the app?

New public mobile accounts need to be activated with the PM app. You can start on the website first to activate, but need to finish off the activation via the PM app.

Can i activate it with another phone with the app then without the sim? or does the sim have to be in the phone with the app to activate?

I'm going to assume that you're not going to be using an eSIM, so when using a regular physical SIM card, that SIM card doesn't need to be in the phone to complete Public Mobile activation.
