The only thing you can do is to port your number out to another carrier then port back but you will need a new SIM/eSIM and create a new account.

Not sure it is worth the hassle but plans in your account changes all the time so wait until Black Friday or Boxing Day for new deals.

Hello, how can I switch to the $20 plan if it doesn’t appear in the “Change Subscription” options? If that isn’t possible, can I port my existing Public mobile line to a new Public mobile account to get the $20 plan?

You can get a new sim and start a new account..the downside of that is you'll lose your current number once you close the original account.
