      <description>&lt;P&gt;If you are outside of Canada, you are roaming. Public supports roaming in the US with Can-US plans and add-ons. Also supports Mexico with Can-US-Mexico plans. If you are somewhere else then you'll have to look for other options. So to start do you have one those plans or add-ons? If so, then you need to enable roaming on your phone and if it doesn't automatically connect to a roaming partner, then try manually connecting.&lt;/P&gt;</description>
