I cant make any overseas calls. Is there hidden steps that I overlooked or does my account permit it ?

Overseas calls are extra , you need to buy extra Long distance add-on , unless you are in one of those few plans that include some Long distance calling minutes to selected countries. Check your plan. And where you trying to call?

Sorry, Turkey is not part of any Long Distance add-on , you cannot call Turkey using PM service, you need to use Calling Card to make the call

A VoIP app such as WhatsApp, Facebook Messenger, iMessage or Viber would also work for long distance calls anywhere

none of WhatsApp, Facebook Messenger, iMessage or Viber is considered as VoIP app. VoIP app are those that can use to dial the phone number to make calls. Those are just app to app calling app which requires the same app installed on the other party. So, technically, those app cannot make "long distance" calls

Viber can actually be used as VoIP as it can be used to make calls to regular phone numbers without the other person needing to have Viber installed.
