    <description>&lt;P&gt;WHY you cannot receive SMS? If you are out of country you cannot port out until you are back.&lt;BR /&gt;If current sim is broken or whatever you have to get new SIM, transfer number and then continue with porting out process.&lt;/P&gt;</description>
