My question is I use a PM number now. If I port out to a VoIP, this number will be deleted in the PM system. In the future if I port in PM from VoIP with the same number I used in PM before, then PM can do that and keep the same number?

Number you port out will be a number at new provider. Your PM account will be immediately deleted.
Later if you want to come back to PM you would have to buy new (e)SIM, chose a plan, activate, etc. THEN you can port in number from other provider (your original PM number). Sometimes PM would not accept porting from some providers (voip) so you better confirm with the agent before you start this process.

A number can actually come back immediately after it has finished porting to another carrier.
