    <description>&lt;P&gt;You might have tried too many times and the card could have been flagged on PM system&amp;nbsp;&lt;/P&gt;&lt;P&gt;You need to wait 24 hours, then use the PM app to setup another account with another email address and try again&lt;/P&gt;</description>

Perhaps that's what is causing the issue?&amp;nbsp;&amp;nbsp;&lt;/P&gt;</description>
