I can't download any apps. Even free ones always says add payment?

the add payment thing is asked by Google Play , not PM. there should be an X on top right or top left to kill that add payment box

To pay or to download app has nothing to do with PM. PM only provides mobile service and the only charge from them is for the cost of the plan and if you purchase add-ons.

What is the make and model of your phone?

Older phones will have issues downloading the PM app and will also need the latest OS update.
