All plans pretty much have unlimited Canada Wide calling. Unless you have an older $15 plan.

If you log into your account, you can see what plan you have.

so how much cost is your regular plan ? Anything more than $15 per 30 days… then you have at least, unlimited Canada wide calling.

Public mobile is saying I'm out of minutes. Usually I pay $25. or more

If you’re paying $25 plus tax for your regular plan, that will tell me you do enjoy unlimited Canada wide calling.
Try your call again… but first shut down your phone for a moment, then restart and dial. Does that cure the prob ?
