NOPE — currently PM only works in Canada USA and Mexico with appropriate add on or plan

Local SIM/eSIM or airalo.com are your best options

PM has no roaming service there

if you need mobile data, use local data sim card or travel esim

if you need voice calls as well , download VoIP app TextNow or Fongo and you will be able to use regular voice call using the app with mobile data there or Wifi

WhatsApp is another good option to keep in contact with fam/friends who also have the WhatsApp app on their phones. It uses wifi and separately purchased data. WhatsApp is gratis.
