If I use my reward points do I still get the 5% back? Meaning if my bill is $25 and I cash in $15 worth of points do I receive the 5% on the $10 I pay with my credit card or do I receive the 5% on my $25 bill?

You only receive the 5% reward on the amount billed to your credit card. You do not receive it for the $15 bill credit portion.

5% cash back is based on your CC charge. If your plan is $15 and you have $15 in funds available, that will be used to pay your bill and since CC is not charged you will get 0% cash back.
