My friend only has 1 subscription option 30$ at 4G, but I have 4 options from 19$ to 30$ monthly.

Why isn't she offered the same plans as me? Thanks

The more pricery the plan, less options will be there as they only have so many plan options to choose from. As more plans are offered, there might be more options at 4 or 5G.

Her present plan is 29$, and the only plans offered are more expensive. There seems to be no way to downgrade

Then your only other option is to port out to another provider and then port back to Public Mobile as a new customer for access to all plans.
