No, Public mobile is not merging with Koodo.

However, since PM and Koodo both belong to Telus group, PM customers are sometimes offered different deals to migrate up the Telus mobile chain of companies. In general, when you move up, the customers are paying more money to the Telus group. There have been these promo texts to entice PM customers for quite a while now.

If you need a newer phone, then it might be a decent deal.

Being a minimalist I have never found a phone deal better value than outright purchase plus my preferred plan. Plus one is usually locked to that carrier for at least 2 years. 😩

The offers are probably legitimate.

Public and Koodo are not merging, but are both owned by Telus.

Telus cannot just make a business decision to close Public Mobile or Koodo or merge any of them. It needs government approval for all the band licenses they have.

I believe the government auctions bands to companies like Telus directly, not Koodo or Public, so would it need applications/approval? I may be wrong, I'm not an expert.

I'm not saying that it will be done and there has been zero indication that it would happen, but Telus can close Public Mobile or Koodo Mobile at any time that they want. Both Public and Koodo are simply brand names. Closing or merging of either Public or Koodo doesn't change any of the radio frequency spectrums.
