WhatsApp is another free voip app but no need for a different cell number. Have a look.

My daughter's house has almost no cell service but excellent wi-fi. With my previous carrier I was able to make & receive calls via wi-fi there, but found out it's no longer available with PM. I keep seeing it's supposed to be launched but it's not happening. Can someone please let me know what's happening?

Sorry Public Mobile does not offer wi-fi calling. As customers we do not know when and if they will.

You could wait and hope they eventually will offer, or go with your previous provider again who you said offers it, or move to Koodo who has the service.
