to call South Korea, you need to buy the 300 International Long Distance Minutes add on for $15 (login to My account -> Subscription and Add-on page)

after you bought the addon, just reboot the phone, and then you can make calls by daily 011-82-area code dropping leading 0 - localNumber

For plans that include a set amount of long distance minutes, these minutes only include calling to China (including Hong Kong), India, Pakistan, Philippines, Taiwan, and the UK.

There is no discrimination here. You just have a plan that doesn't cover Korea. And that plan doesn't include France, Germany, Spain, Australia, Japan, Italy or other high GDP countries either. I purchased "300 International Long Distance Minutes" using 10 rewards point which was free. You get 1.75 points every months. If you have been with Public Mobile 6 months or more, you should have that point. I had no issues with making calls to Korea. If you don't have that point, you can purchase it with 15 CAD. And it never expires. It is worth.
