Where did you purchase your phone?

It sounds like it is locked by the carrier you got the phone from.

Were you trying physical sim card or esim? If it's a physical sim that doesn't appear to fit then you would need to push a smaller size out from the spacers, the sim cards are 3 in 1 to fit various sizes required by phones. If you sign up for an esim but the phone is not compatible then you need to contact customer service as @funpig1 noted. They may ask you to get a physical sim, which you can get in person at a Telus/Koodo store or Mobile Klinik. Also from Amazon. If ordered direct from Public Mobile a sim card can take from a few days to a few weeks.
