Update: This mobility outage is now solved.

There is a current outage within Montreal, QC for mobile devices. The services impacted are:

Mobile - Voice
Mobile - Text / SMS
Mobile - Data (iMessage, FB Messenger, Websites)
911 calling on Mobile

If you wish to enable a potential wireless fallback connection beyond 911 access through an alternate carrier in this region, please ensure your mobile device network is set to automatic, and allow time for the wireless fallback connection to establish before retrying.

You will see "EXT" if you are connected to a partner carrier.

in fact with the 911 fall back, you don't need to do anything. When you dial 911, the phone would look for partner's netowrk

also, please remember the partner network won't work for regular calls

There have been past cases of a cell phone service outages at carriers and the fallback for emergency calls didn't work. In such cases, there times when a cusotmer would need to remove/disable the SIM card to make such emergenecy services phone calls.
