Why don’t both of you download the WhatsApp for free calling and texting when connected to wifi or data.

Your son can purchase a local SIM a low user data plan and you can connect to wifi at home or on the PM data.

You need a roaming plan, not a long distance plan. The latter is just for calling from Canada to abroad.

In any case, Public Mobile does not have any roaming service outside of the US and Mexico. Best to get a travel esim for the trip.
