So last year I was able to call Cuba with my international minutes so if I was in Cuba would it be possible to call home in Nova Scotia

Cuba was never on the LD list, you were just lucky therenwas such glitch and you can call. Now they fixed it, nothing much you can complain, sorry

Public Mobile doesn't over any service in Cuba. Your service won't work.

You can use WhatsApp or Fongo app and get free calling and texting back home on wifi.
