I wonder how much does it cost to add a second SIM card to my current plan and second SIM card only needs call & texting no data.

@Saifi You cannot add a second sim to your account. You need to open a separate account with a different email. As a new customer you can then pick the $19 plan which has calls, texting and 1GB data. Don't forget to use your own referral code to get $10 for new account and 1 point (1$) every month on your old account.

You cannot have multiple SIMs on one account.

Each account has One SIM, One unique email and One number.

Sorry only 1 account/1 email. So you need to use a second email address for the second account but remember to use your referral code for the second accounts for a $10 credit.
