I had that problem when I first made the switch too! Did you do eSIM? I turned off my old SIM card (I haven’t removed it yet and I did eSIM for public mobile) and then disabled and re-enabled iMessage. I also made a few phone calls to the numbers I wanted to message (it says last phone line no longer available) and then I picked the new one and it eventually resolved itself within the next hour.

It means you have 2 SIM cards in your phone (1 physical / 1 eSIM, I'm guessing). Disable your old one or remove it after you've successfully ported your number to Public.
