Why do the offer details say only available to Quebec residents? It definitely works for BC residents?

Are the plans for Mexico roaming only for Quebec? We are in BC and we want a phone plan that works in Mexico as well. There’s a plan but says for Quebec only but offered on the BC side of the site

it's not only for Quebec. The terms page is a one page for all. You have to match the superscript numbers to see which line apply to the plan you want
