can you help me know the best and cheapest way to call a philippine number? is there any plan ? if not do you have an idea how.much it will cost me to call on a regular cost?

Unfortunately, the Philippines is not covered in the international minutes add-on. I suggest looking for calling card solutions. Alternately, if your contacts overseas are into apps with calling capabilities like whatsapp, hangouts, facetime etc., you can chat for free.
