Not sure if you are still with Public or have looked elsewhere. Regarding your struggle with finding ways to contact Public, if you still are trying to get a hold of them, here are the instructions I received, plus a couple of tips I found helpful:

"If you have any trouble with this link, please reach out to our agents by sending a private message to CS_Agent in our Community here."

Tips:

On a computer, go to the above link, or click here (if it allows me to post links): https://productioncommunity.publicmobile.ca/t5/notes/privatenotespage)

hover the mouse over the button next to the gear icon: The hover-text should say "Compose Notes". This should open a box titled "Create New Message."

In the "Send to" field, enter the following: CS_Agent

type out CS_Agent manually (rather than pasting it), which will allow you to select CS_Agent from the drop down that appears

Compose your message

There is only the Canada/US/Mexico plan offered by PM, which yes, it's odd there is no addon yet but eh.... so if you want to use your phone in Mexico, you have to get one of those plans. You can always change it later but your call.

There are no Mexico add-ons. If you want service in Mexico you have to switch to a plan that includes it.

Some of the Mexico plans are hidden if your current plan is more expensive so if you are looking for a cheaper plan and can't see it that could be why.

Where I live we only have 4g/LTE - no 5G. When I signed up last year, Telus/Bell said we would hav 5G - NOT that i need it. My monthly average data usage is 1 GB. PM offered me a 20 GB data and unliited canada wide calling /texting for $29. I jumped. Now we still don't have 5G, but that is just another Bell/Telus promise gone haywire. I am getting these Black Friday promotions from PM saying that I can get a plan that inlcudes Mex/US/CA for $29 or $35 depending on the data. I don't use much data - I just want to be able to stay in touch with my family when I'm in Mexico this winter. PM won't let me convert to the new 29 or 35 plan that includes Mexico, nor buy an add-on. Over the last year I have converted my entire family from Rogers (Zoomer) to PM. I;m now at the point to convert everyone to Freedom Mobile. If anyone at PM is listening, I would appreciate some help in resolving this lack of options issues. all we want is equal access to programs and plans as other non-PM customers have.
