So I went onto the Public Mobile website to look at the different plans available to change to, I was looking for a cheaper option than the one I currently have which is about $34/month, a great plan, I just do not need as much data as it provides. That is when I saw the $23/month for 6GB at 4G, which I thought was great because I do not use nearly as much data as I currently have (which is 50GB at 5G and I only use at most 2GB a month... MAX!).

This is when my story turns sad... when I signed in the cheapest option available to me was $30/month. I just want to know how I can gain access to plans advertised on the site when I am not signed in.

Unfortunately you generally can't downgrade to a cheaper plan unless it's showing in your account. You can ask customer support to switch it for you but there's a decent chance they will say no. Your only other option is to port to another carrier and then come back.
