Everytime I runt out of data, my text messaging stops working, or only works sporadically. Can Public Mobile please fix this?

the reason is that you were using iMessage. iMessage needs mobile data or Wifi to send

So, your choice would be to either use SMS (which does not use data) or send only when you have Wifi if you used up your data

To resend a message on SMS, just click on the hold on the message that got stuck, and select send as text

Most likely you use 'fruit' phone and 3rd party app.

SMS will NEVER stop working using normal texting app assuming you are active subscriber. Get rid of 'fruit' app and use native texting app.
