Receiving texts from Canada while abroad

My plan includes "international texts". Does this mean I can receive texts from Canada, while abroad? I didn't seem to be able to, while in panama

As of right now Public Mobile does not roaming outside of Canada or the US, so you cannot receive texts.
You can only text FROM Canada (or US with roaming) to other countries.

as you are outside of Canada and US, your Public Mobile service will not work until you return. No talk, no text and no PM data. International texting means while you are IN CANADA you can send / rec messages from anywhere on planet Earth.

@Doris668I just got back from a trip overseas and was using Whatsapp and FB's messenger app which worked well over WiFi.
