So I see a new plan about the UK 1000 minutes. How will that work ? Can you roam or do you have to turn your phone on and off?

No. You can only use the 1000 minutes while in Canada. Public Mobile does not have roaming while in the UK.

you'd be able to call most numbers in UK while the call originates in Canada only.

Calls made to numbers starting with the following UK codes are not included in UK calling from Canada and will not be completed when dialed: 4470, 44870-44879, 44843-44845.
