Sends multiple texts when back in service

When I send a text and im out of service once I get service they receive 17 messages. how can I prevent this from happening?

This may have something to do with your phone itself. It's trying to send your text message and every time it hits a wall, it stalls and tries to attempt sending later. To me, it's saying your phone had tried 17 times to send that message until it was back on a public mobile network. But this is just me spitballing. Nothing PM can do about that. You can create a ticket and report it if you'd like.

Very strange, but the best bet is what Chalupa mentioned, system is likely trying to "resend" the message over and over and it gets rejected because of no service. Once back in service they all get pushed through.
This shouldnt be the case, but its my only guess as to whats happening behind the scenes.
If it happens repeatedly, i would report it to PM so they are aware.
