Can you setup roaming in Europe? Also would you be able to receive text messages?

@kelvinj, Public Mobile does not offer roaming except for in the US. You will not be able to receive any text messages or calls. Your options would be to sign up with a local company/SIM, or companies like Airalo or if you have access to Wifi you could use apps like TextNow or WhatsApp etc

No Public Mobile option. Check out giffgaff, a UK company which has EU roaming. They will mail you a free SIM card, so you can set up an account before you leave home; no hunting in strange airports or malls for a SIM card. Anyone can text or call your giffgaff number.For free calls home to Canada, use Fongo.
