voice and text work? if they both work, it is a problem with APN. What's brand of phone is that?

you can start with the easy fix: Reset All Networks and see if data starts working

if not, then compare the APN settings below, try to update it and save:

Do a force reboot on your iPhone 11 Pro Max. Push volume up, volume down, hold power button then slide to right to power off and power back on.

still try to Reset Networks settings on your phone , and make sure you have Carrier Profile updated. Of course, better to update iOS as well
