what phone do you have?

Try Reset All Networks and check if it fixes it

but some older Android phone might not work with MMS or might need APN update

MMS just need data enabled but not roaming

I turned on the Data but still not working not sure why. My wife used a Samsung and she told me to turn on Data but it refused to work

Have you viewed the settings within the text message conversation? In my experiences, that is the location where I am able to enable MMS file transfers.
