Hello.....I am traveling to Malta and I need to having incoming and out going calling. Currently I cannot call or get calls from Malta. Is there something public mobile offers so I can solve this problem?

nothing PM can help. PM does not have roaming services other than USA. So, no service at all in Malta

if you need to make and receive calls, download VoIP app TextNow and use it with Wifi, you can make and receive calls with the app

@Amber01unfortunately PM only offers roaming in Canada and the US. You would need to get a local SIM card or if you have access to WiFi you could use apps like Whatsapp or Messenger etc
