I ported in my phone number from Fongo. I can make/received calls. However, I can't send or receive text messages.

Fongo is VoIP. porting from VoIP providers usually take 3 to 7 days. So, what you are getting is normal. Just wait couple more days and should be good

(you would notice your fongo still work at the moment, until port is done)

It appears that your ported Fongo phone number allows you to make and receive calls, but not send or receive text messages. This might be due to the fact that you don’t have an Unlimited Texting add-on, which is required for sending text messages to non-Fongo phone numbers.
