I am wanting to change to a lower subscription plan. I see the $21 plan online but when I come on my app to change it, the option is not there.

@jessicacorrina2 $21 plan is available only to new activations, the lowest plan for existing customers is $19 1GB 4G

to get $21 plan, you need to port out to another provider, then port back in as a new customer

If you open the app on your phone, the first page will be Subscription, you will see just above it, Manage Subscription. Click on that and you will see Change Subscription. The next page will show all available options to you. If you don't see the plan, it's not available to you. It's that simple. The $21 is for new customers only.
