The description for the $40 75G plan stipulates unlimited Canada and US wide minutes. Does this imply that this plan provides free US roaming?

yes it does. You can call to most any US and Cdn number while in US or Canada with that plan. Make sure you have a volte enabled phone that's on PM's volte whitelist, for best talk experience.

Yes, Canada-US plans include roaming.

Does this mean "roaming" must be turned "ON".? I was in Michigan and couldn't see any of the US providers to connect to. I have the same plan ($40/75G Can/US)

Mant phones these days do not have a setting to specificaly enable or disable roaming, but do have a setting for data roaming. Data roaming settings have no effect on the abolity to make or receive phone calls. If your sevice has a setting for VoLTE, this feature should be enabled.
