Picture Messages not working

Good morning, my picture messages are not sending. I have restarted my phone and then I went in to check my APN settings. When i go Settings--Cellular--Cellular Data Network--there is only information for the Personal Hot Spot. I can't find any of the current APN settings for this phone and I don't know how to check to see if things need to be tweaked. Currently I am using an iPHone 11. Currently running iOS 16.1.2

I opened rhe Help Article within the document.

But I also posted the second link for you to check you APN settings from within the article.

But my phone is not showing me what my APN settings are? On previous phones I could see all of the settings, but on this one, it only shows me limited settings for my personal hot spot. I cannot see any of the APN settings under my cellular data. Shouldn't I be able to see something? I can't change what I can't access....
