The first thing to do would be check if your Bell phone number can be brought over to Public Mobile. Use the the following site to check (you can ignore that it says Koodo as Kooodo and Public Mobiel are both owned by Telus):

If your number is eligible to be ported to Public Mobile, the number can be tranfserred from Bell to Public Mobile during the Public Mobile activation process.

Is it possible to transfer directly using Bell's sim card? Or do I have to buy a new one?

Bell Mobility SIM cards can only be used on Bell Mobility service. You'll need a Public Mobile SIM card.
