I've had several problems with my sim cards not working in my phone(s) and I just recently bought a new phone and when I put the Sim card in, it first reads as No Service then after a while, it goes to Emergency Calls Only. It's a phone I bought from Ebay, DOOGEE BL5000, however, I've had this problem in an unlocked Samsung Galaxy S4. I'm on a 4G plan and the bands for the phone are: LTE-FDD: 800, 900, 1800, 2100, 2600. The phone itself can read the SIM, picking up my phone number and all the info stored on it, such as contacts.

@Kaimmouawrote:

I'm going to focus my reply on the Doogee BL5000. When you're looking at compatiblity, the most important thing is to look for is compatiblity on the 3g network, and not the LTE network. Any phone without 3g compatiblity will not work for phone calls at Public Mobile. For 3g (required for vocie service), you really want to have a phone with Band 2 and Band 5 compatiblity on 3g. As for the LTE frequencies of this phone, it's not going to work very often on the LTE network. This phone only appears to have LTE Band 7 that can be used at Public Mobile. In short, assuming the frequencies you provided for LTE compatiblity are accurate, this phone is a poor choice to use on a plan with LTE data.

@Kaimmoua, the only compatible band in your list is 2600 MHz. This band is not they popular and so there will be lots of coverage holes. In spite of being in a LTE plan, 3G is still needed for calls. 850/1900 MHz are needed for 3G.
