the 5G plan is just about speed. You can use your 4G phone to access 4G network and have great speed like you have with a 5G phone.

Yes. Ignore the marketing for the purpose of this question, it's just about max speed. All plans can connect to all networks, with a compatible device. I have a 5G plan but often choose to connect to the 4G network.
