there is no outage according to Telus:

Try reboot your phone, try your sim card in another phone

and can you login to My Account? is your account active? if you cannot login, use another phone to call 1-855-4PUBLIC and enter your number and it will tell you if your account is active

Bell is down in Nova Scotia and Telus uses there towers I guess
