      <description>&lt;P&gt;I want to&amp;nbsp; pay an outstanding bill but cannot do so because the phone is not in service. So requesting a code will be of no use. Is there any other way to get this bill paid? Help!&lt;/P&gt;</description>

(yes, it'll work with a suspended account)&lt;/P&gt;</description>
